The new Thermal Account

The Thermal Account is an incentive mechanism that promotes the implementation of interventions to increase energy efficiency and the production of thermal energy from renewable sources for small plants.

The Thermal Account therefore aims to achieve a redevelopment of the national building heritage, thanks to a process of transformation of the building-plant structure, and to stimulate the reduction of thermal energy requirements, the production of energy through more performing appliances and, finally, the use of renewable sources for the production of the thermal energy necessary for final uses.

Basically, thanks to the Thermal Energy Account – which was set up with the Ministerial Decree 28/12/12 (the so-called “Thermal Account” decree) – it becomes more convenient to redevelop one’s buildings to improve their performance and increase their degree of energy autonomy, thus reducing consumption costs and recovering part of the expenditure incurred.

REQUIREMENTS:

  • possession of a STOVE or BOILER FOR DISPOSAL
  • the HOUSE must be STACKED BEFORE 2012

PROCEDURE:

the request for an Incentive for Thermal Account 2.0 must be made through the IT portal called Portaltermico, accessible from the GSE website.

It can be done either directly by the customer or by a delegated person acting on behalf of the beneficiary of the incentive.

Required documentation:

  • Delegation of the Responsible Party to the Delegated Party, in the event that the Responsible Party operates for access to the incentive through its own delegate;
  • Invoices for the purchase of supplies, installation, technical expenses;
  • Accounting for ordinary wire transfers carried out with correct description of the reason: with reference to the DM 16/02/2016, invoice number and date, tax code of the responsible party and VAT number or tax code of the beneficiary of the transfer. In the case of a loan, at the time of the request, the financial institution must activate the loan in the manner envisaged for the “thermal account incentive”;
  • Identity documents (front / back scanning of a valid identification document for each of the parties involved (owner, co-owner, tenant, who bears the costs, etc …). The documents accepted are: identity card, passport, or any other identity document where a photo, signature and personal details of the person are clearly visible;
  • Updated cadastral survey ;
  • If the responsible party does not own the property right on the property, an authorization from the owner of the property is required, correlated with the owner’s valid identity documents;
  • Manufacturer’s declarations / certifications certifying the minimum requirements required;
  • Photographic documentation certifying the intervention, collected in an electronic document in PDF format with a minimum number of 8 photos showing:
  • Nameplate of the replaced generator (where present)
  • the boiler room, or the installation room, ante-operam (the replaced generator is present)
  • close up photo of the generator
  • distant photo of the generator
  • photo of the generator various angles in which attachments etc. are visible
  • Photo of chimney, pipes and connections.
  • Photo thermostatic valves or the modulating flow control system
  • Correct disposal certificate the replaced heat generator or a similar document certifying that the generator has been delivered to an appropriate disposal center; alternatively, evidence, in the invoice of the supplier of the new generator, proving the collection and disposal of the replaced heat generator, or a specific invoice proving the collection and disposal by professional operators; the certificate of disposal is not necessary if it is a demolished open chimney);
  • Declaration of conformity of the installation issued by a qualified technician;
  • Central / plant booklet , where applicable;
  • Photographic documentation certifying the new intervention, collected in an electronic document in PDF format with a minimum number of 8 photos showing:

• Nameplate of the new generator (with appliance data) and serial number

• the thermal power plant, or the post-operation installation room (the new generator is present)

• close-up photo of the generator

• distant photo of the generator

• photo of the generator various angles in which attachments etc. are visible

• photo of flue, pipes and connections

• Photo thermostatic valves or the modulating flow control system

  • Certification of a qualified technician if the new generator has a power 10% higher than the old one, it is not necessary for appliances under 15 kw;
  • if the incentive is collected in place of the customer / beneficiary, the Proxy Document for collection is required;
  • after about 30 days, he signs final documents for the granting of incentives

Main obligations deriving from the thermal account:

1) Do not sell the generator for at least 5 years

2) Buy certified pellets with invoice for 5 years

3) Perform periodic maintenance by specialized personnel.

4) Record keeping for at least 5 years
